Since the establishment Statens kartverk’s Centre for Property Rights and Development in 2005, it has been administering a significant number of Norwegian funded projects in the Balkan region, especially in Croatia, Serbia and Kosovo.

The annual turnover has been in the range of 20 million Norwegian kroner. Procurement of services and goods is generally tendered to private sector. The Centre has retained about 10 % for project administration, which includes formulation of project specifications, organising tenders, entering into contracts with suppliers of goods and services and undertaking related payments, and, finally, helping with quality control of deliveries. These activities are always done in close co-operation with the beneficiary institution.

The bulk of projects are closely linked to land administration. But the list of projects includes as well setting up information systems for management of national parks and other protected areas, and orthophoto mapping and information systems for mine clearance activities in the post-war zone of Croatia.

From 2006 the Centre has been encouraged to move further east to countries of the former socialist and Soviet countries.
