The Centre is asked by the Ministry of Foreign Affairs and Norad to establish a network of Norwegian experts to help enhancing
knowledge and capacity in the field of property rights and legal empowerment, to support and improve Norwegian aid to developing
countries and to countries in transition.
The Network brings together experts from universities, research institutes and public sector agencies. It will co-operate
with a parallel network of NGO representatives engaged in the formulation agenda, especially in supporting the High Level
Commission on Legal Empowerment of the Poor.
Norwegian Best Practices
The participants in the Network were requested to prepare a pager on “the best Norwegian practises” to assist a Norwegian
Commissioner Hilde F. Johnson in her contributions to the High Level Commission on Legal Empowerment of the Poor.
