Statens kartverk involved in orthophoto project in Moldova

Technical solution for internal and external distribution of orthophotos
During 2007 and 2008 digital orthophotos have been prepared for the entire territory of Moldova. In 2008 the Ministry of Foreign affairs allocated another 4, 2 million Norwegian kroner to set up a system for efficient distribution and use of the orthophotos. A tender to design and establish a technical solution for internal and external distribution of orthophotos has been recently announced with a deadline on 12 January 2009. In addition, the Moldavian partner will be supported with capacity for data storage, equipment and software to ensure efficient use and distribution of orthophoto.

Efficient use of orthophoto maps in Moldova
Since 2006 Statens kartverk is implementing a project on orthophoto production in Moldova.
The recipient organisation is the Agency for Land Relations and Cadastre, which is a national state institution in charge of property registration, mapping and cadastre.

During April - October 2007 the entire territory of Moldova has been covered with aerial photography with 40 cm resolution. In addition, orthophoto for 44 urban areas with 20 cm resolution were produced. The production has been done by the company Blominfo. The final data was delivered in April 2008. Quality control was undertaken by the Moldavian State Institute IngeoCad under supervision of Statens kartverk.

In June 2008 SK received a new grant of 4,2 mill NOK for implementation of Moldova Orthophoto Phase 3 project aiming at establishing capacity at the Agency to ensure efficient use of the orthophoto data in public and private sector.
Phase 3 includes

  • procurement of hardware and software for storage
  • maintenance and distribution/use of orthophoto data internally in the central and regional offices of the Agency
  • distribution of data to external users; together with knowledge transfer and training to the institutions of the Agency


The project shall commence with an inception mission to Moldova. It is expected that the inception mission shall be conducted by a small team of Norwegian and/or international experts. The Inception mission shall identify and describe a solution for storage, maintenance and distribution of orthophoto data, the technical infrastructure to support this, training needs and method of procurement.

Orthophoto – Phase 3
As informed earlier the Agreement on execution of the project between Statens kartverk and Moldavian Agency for Land Relations and Cadastre has been signed in March 2007. During April - October 2007 the entire territory of Moldova has been covered with aerial photography of 35 cm resolution. In addition photomaps for 44 towns and settlements with 20 cm resolution were produced and delivered to the beneficiary. The Quality Control is undertaken by the Moldavian state Institute INGEOCAD under supervision of Statens kartverk. In May 2007 a study visit of Moldavian specialists and managers to Norway has taken place. A 5 day workshop on quality control of delivered data has taken place in August 2007.

In October 2007 Statens kartverk was invited to the 5th International Conference on Spatial Data Infrastructure in Chisinau, and presented the spatial data infrsatsucure for Norway - Norge digitalt - Norway Digital, the principles of the EU Inspire directive, as well as ways of wide use and public access to orthophoto data.

Phase 3 of the project is currently under planning, and a related application for an additional grant from Norway is being prepared. Phase 3 aimes at establishing capacity to use and distribute the orthophoto data throughout Moldova. It should enhance the technical capacity as well as the professional knowledge to ensure efficient use of photo maps data and public access to the data, for example via a national geoportal.

 

Delivery of orthophoto completed
This month the final deliveries of orthophoto data to Moldova were shipped and well received, which means that Phase II of Moldova Orthophoto Project is completed. There is one component in this phase – a 1 week workshop, remains to be implemented, and currently the parties are in the discussion on the content of the course to better meet the requirements of the client in Moldova.

There is a pending application at the Norwegian Ministry of Foreign Affairs for funding of Phase III which is aimed at the enhancing of technical and professional capacities of the Agency in Moldova to ensure the most efficient use of the received orthophoto data.
