The Norwegian Parliament resolved to transfer responsibilities on land registration from the courts to the Norwegian Mapping Authority (NMA). To implement this decision the Department for Cadastre and Land Registry was established in January 2003.

The growing role of the NMA as the national professional authority includes participating in international activities. This increasing political attention is honourable for NMA and demands strengthening of its competence and capacity in order to meet the challenges.

The Centre was established in 2005 under supervision of the Norwegian Mapping Authority (the Department for Cadastre and Land Registry) to conduct activities to meet a growing interest in property rights issues; especially for social and economic development of post-conflict and developing societies. This includes interaction, coordination and involvement of the Norwegian political authorities; educational and research institutions; public aid organisations and professionals in international activities in the relevant field.

The role of the Centre is well known and acknowledged in Norway. We collaborate closely with:

  • The Ministry of Foreign Affairs
  • The Ministry of the Environment
  • The Ministry of Justice
  • The Norwegian Agency for Development Cooperation (Norad)
  • Educational and research institutions
  • Relevant private companies

Mission
, Vision and Objectives
Norwegian Mapping Authority’s Centre for Property Rights and Development assists the Norwegian Ministry of Foreign Affairs and the Norwegian Agency for Development Cooperation (NORAD), and represents a competent and effective supplier of services to international processes as well as to specific aid projects within the real property area. It is particularly dedicated to improved effectiveness and results of Norwegian aid projects on evolving legal rights of the poor. 

The Centre is committed to maintaining international obligations of the Norwegian Mapping Authority on land management and land administration issues in:

Within the framework of the Norwegian Mapping Authority, the Centre shall:

  1. Represent a competent and effective supplier of services to international processes as well as to specific aid projects within the real property area
  2. Perform tasks on behalf of The Ministry of Foreign Affairs and Norad
  3. Review /evaluation of proposals
  4. Participate in HLCLEP workgroup
  5. Establish and run competency network within Norway and web-based Centre of Excellence worldwide.

To maximise effectiveness and to obtain results the Centre will:

  • Coordinate the Norwegian Competence Network’s (NCN) general activities;
  • Maintain sustainable interaction between The Ministry of Foreign Affairs, The Norwegian Agency for Development Cooperation and NCN participants;
  • Arrange and host meetings of the NCN’s participants;
  • Distribute the latest information regarding relevant events and activities;
  • Provide information exchange between the NCN participants;
  • Involve NCN’s participants in international projects.

Initiate and administer Norwegian aid projects related to land management, financed

  • by The Ministry of Foreign Affairs
  • through the EEA agreement

Participate in other international projects in advisory and executive roles
